Background
The project aims to complete WASH data collection in all rural municipalities of Madhesh Province and to help local governments effectively use federal government conditional grants related to NWASH-MIS. It also supports updating the NWASH-MIS following the “WASH Data Update Manual” (May 2024). In addition, the project is improving the quality and usefulness of data by collecting information on communal tube wells, which were previously not included. It is also gathering data using the JMP WASH questionnaire and helping local governments map water supply services and prepare plans based on data from all water sources.
Objectives
The objective of this assignment is to support approximately 10 municipalities (N Dhanush and Mohattari) in Madhesh Province to review, update, and validate their existing National WASH Management Information System (NWASH-MIS) database in line with the NWASH-MIS guidelines and the WASH Data Update Manual (May 2024). The assignment aims to strengthen the capacity of local governments to effectively use the NWASH-MIS for data-driven planning and implementation of WASH activities.
Specifically:
- Review and update existing WASH data across all targeted municipalities through the NWASH MIS database.
- Provide status of activities implemented (and process of annual planning/budgeting) as per the existing WASH Plan
- Train staff and enumerators in each local government on WASH data collection, entry, and verification using NWASH-MIS applications.
- Conduct data collection process including simultaneous data editing and verification, and real-time data quality assurance.
- Conduct stakeholder data validation,
- Facilitate water supply service mapping and planning based on updated WASH data.
- Support municipalities in generating updated WASH Plan reference documents to inform future planning and budgeting processes.
Scope of Work
We will be working on 10 municipalities (Blocks II) in Madhesh Province in reviewing, updating, and validating the National WASH MIS (NWASH-MIS) database in line with national guidelines and the WASH Data Update Manual (May 2024).
Key tasks will include:
- Participate in inception and master training, and prepare an implementation plan with clear timelines and quality assurance measures.
- Conduct training for local government staff, enumerators, and representatives from schools and health facilities on NWASH-MIS applications.
- Review existing data, collect and verify new data across all NWASH-MIS applications, including schools, health facilities, public toilets, community sanitation, unserved populations, and community tubewells.
- Facilitate municipal-level validation meetings and ensure real-time data cleaning and verification.
- Support preparation of water supply service mapping and development of updated WASH Plan reference documents.
- Document all activities, submit progress updates, and provide a completion report summarizing processes, challenges, and outcomes.
