End-line Evaluation of “Community Mental Health Program”

Background

The project’s objective is to create enduring, all-encompassing mental health and psychosocial services within community settings by enhancing the healthcare system’s involvement of individuals with psychosocial disabilities in the Tanahun district by the year 2023. The primary recipients of this initiative are individuals either currently living with mental health conditions or at risk of developing them. Key stakeholders in this endeavor comprise government officials responsible for policy and strategy, community groups, Female Community Health Volunteers, educators, students, community leaders, and community-based organizations, including those representing individuals with disabilities.

The project commenced with baseline study in 2020 and conducted a mid-term review in 2022. The end-line evaluation study will focus on measuring the outcome of this four years project adopting the standard evaluation criteria.

It is expected that the findings, key lessons and recommendations from this evaluation will provide insight on the effectiveness, impact, sustainability and relevance of the project.

Objectives

The objectives of the end-line evaluation are as following:

General Objective

  • To conduct a final evaluation study to evaluate the relevance/appropriateness, project outcome, effectiveness, efficiency, and sustainability of the suicide prevention project.

Specific Objectives will be to;

  • Assess the progress towards expected outcomes of the project by determining end-line results for key performance indicators and comparing them with baseline figures and estimated targets.
  • Assess project’s outcomes whether it is contributing to government agenda’s, priorities, and human right based framework on promotion of mental health and rights of person with psychosocial disability.
  • Assess the interventions’ relevance, efficiency, effectiveness, and sustainability at each level (personal, family, community, systems, and institutional level).
  • Document lessons learnt, best practices, key areas of improvement and recommendations.
  • Explore unexpected outcomes of the project activities or successes that stem from the project expanding beyond its original scope.

Study Site/location and Sample Size

The study will be conducted in three municipalities of Tanahun district of Gandaki Province of Nepal and the municipalities will be selected in close coordination with core team of KOSHISH and CBM.
